Google Request Indexing & Submit URL Feature Accepting URLs Again

For the past couple of months or so, we have been reporting on changes to the request indexing and submit URL Google tool because of abuse and spam . Those limits were set aggressively for quiet some time but as of this morning, SEOs are saying they can now submit URLs freely to Google again. A Black Hat World thread has several SEOs now able to submit URLs to Google via Google Search Console's Fetch as Google or the submit URL feature in search without any issue. I personally tried it myself without any issue as well. No errors, it just does it.
