Google Penalties and how to fix them?

Google Penalties and how to fix them? I have taken over a site that had previously been managed by an SEO company. The company is a local business with a brick and mortar shop. The site had been over-optimized for the city the store is located in. Since the newest Penguin update on March 15, 2013 any search terms for that city have dropped significantly. I'm fairly certain that this drop in rankings is due to an automatic penalty. Does anyone have any suggestions on how to get unpenalized ? Should I be focusing on adjusting the content, or strictly on the titles and descriptions? Any help would be appreciated.
